Insitekaltim,Samarinda – Pembangunan Rumah Layak Huni (RLH) di Provinsi Kalimantan Timur (Kaltim) masih menghadapi ketimpangan yang mencolok dengan mayoritas pembangunan terkonsentrasi di kawasan perkotaan.
Kepala Biro Administrasi Pembangunan (Adbang) Sekretariat Daerah (Setda) Kaltim Irhamsyah mengakui alokasi RLH di daerah perkotaan lebih dominan karena perusahaan-perusahaan besar yang memberikan dana corporate social responsibility (CSR) beroperasi di sana. Akibatnya, daerah pelosok seperti Mahakam Ulu mengalami kekurangan pembangunan RLH.
“Perkotaan mendapatkan RLH terbanyak karena perusahaan-perusahaan banyak beroperasi di sana dan pembangunan harus berada di ring satu lingkungan perusahaan. Daerah pelosok perlu ditingkatkan,” ujar Irhamsyah saat Jumpa Pers di Ruang WIEK Diskominfo Kaltim, Jumat (23/8/2024).
Berdasarkan data yang dikeluarkan Pemprov Kaltim, realisasi pembangunan RLH dari tahun 2022 hingga 2024 bervariasi di setiap kabupaten/kota. Samarinda dan Kutai Timur tercatat sebagai daerah dengan pembangunan RLH terbanyak, masing-masing sebanyak 52 unit. Diikuti Balikpapan dengan 50 unit, Bontang 29 unit, Paser 30 unit, Kutai Kartanegara 32 unit, Kutai Barat 22 unit, Penajam Paser Utara 21 unit, Berau 10 unit dan Mahakam Ulu hanya 8 unit.
Perusahaan yang berkontribusi di Mahakam Ulu pun terbatas, dengan hanya beberapa perusahaan yang memberikan sumbangan RLH. Seperti, PT Hastomulyo Adiprima hanya menyumbang 2 unit, sementara perusahaan lain seperti PT Raka Utama, PT En Handayani, PT Sukses Putra Tanjung, PT Relis, BNB, KSO, PT Pittu Babbana Ginangga, dan Dewata Saeit Nusantara masing-masing menyumbang satu unit.
Irhamsyah menjelaskan, saat ini pihaknya sedang berupaya untuk menggalang lebih banyak perusahaan yang beroperasi di Mahakam Ulu agar dapat ikut berkontribusi dalam program RLH ini.
“Kami kemarin menghimpun perusahaan, khususnya di Mahakam Ulu. Nanti perusahaan besar itu akan diberikan proposal supaya mereka bisa berkontribusi dengan lingkungan,” terangnya.
Selain keterlibatan perusahaan melalui dana CSR, pembangunan RLH juga melibatkan TNI melalui Koramil dan Babinsa di masing-masing wilayah.
“TNI yang membangun rumah-rumah ini. Semua pembiayaan dari perusahaan, tapi pelaksanaan di lapangan oleh TNI,” tambah Irhamsyah.
Pria yang baru saja ditunjuk sebagai Plt Kepala Disdikbud Kaltim itu menyebut masalah kemiskinan lebih banyak terjadi di perkotaan, meskipun kondisi di pelosok tidak kalah memprihatinkan.
“Kemiskinan banyak terjadi di perkotaan, kalau di pelosok seperti pinggir Mahakam itu sudah terbiasa dengan kehidupan mereka. Di perkotaan itu tingkat kemahalan lebih tinggi,” jelas Irhamsyah.
Sejak program ini berjalan pada 2022, telah tercapai sekitar 60 persen dari target 508 unit RLH yang direncanakan hingga 2024. Total dana CSR yang terkumpul hingga Juli 2024 mencapai Rp36,9 miliar, sementara dana yang telah digunakan untuk membangun RLH sekitar Rp35,6 miliar untuk 310 unit rumah.
Namun, masih ada 198 unit RLH yang belum dibangun meskipun dana telah terkumpul. Irhamsyah optimis dengan kerja sama dan dukungan berbagai pihak, target pembangunan RLH dapat tercapai.
“Sejak 2022 kita sudah berjalan dan alhamdulillah sudah 60 persen dari target kita 508 unit hingga 2024, dengan nilai per satu unit sekitar Rp. 115 juta,” katanya.
Program RLH ini memiliki dasar hukum yang kuat, Keputusan Gubernur Kalimantan Timur No. 100.3.3.1/K.74/2024 tentang Pembentukan Rumah Layak Huni Provinsi Kalimantan Timur, dan Peraturan Gubernur Kalimantan Timur Nomor 27 Tahun 2021 tentang Pelaksanaan Program Prioritas Tanggung Jawab Sosial Lingkungan serta Program Kemitraan dan Bina Lingkungan di Provinsi Kalimantan Timur.
Tujuan utama dari pembangunan RLH ini untuk meningkatkan kesejahteraan masyarakat, baik di perkotaan maupun pedesaan, serta sebagai bentuk tanggung jawab sosial perusahaan terhadap lingkungan sekitar.
Selain itu, program ini juga bertujuan untuk mempercepat penurunan tingkat kemiskinan dan memberikan jaminan keselamatan, kesehatan, dan kelayakan hidup kepada masyarakat berpenghasilan rendah di Kalimantan Timur.
“Yang jelas, mengapa lebih banyak di perkotaan karena perusahaan yang menyumbang dana CSR-nya kebanyakan dari kota. Tapi, kita harus pastikan pembangunan di daerah pelosok juga mendapat perhatian yang sama, karena mereka juga bagian dari masyarakat yang membutuhkan,” tegas Irhamsyah.
